Looking back on the first year of the Biden administration, we remember that there was initially great promise and early progress toward advancing immigrant justice and restoring immigrant rights. The administration began by undoing many of the Trump administration’s racist and draconian immigration policies, including fortifying Deferred Action for Childhood Arrivals (DACA), rescinding the Muslim Ban, and ending government funding of a border wall. Yet, recent actions taken by the current administration, such as expelling Haitian migrants and increasing the number of immigrant detainees during a worldwide pandemic, continue to negatively impact communities.

This 20-page report considers the impacts and opportunities presented by the growing number of immigrants in Oregon and Washington. The report includes overviews of newcomers’ impacts on the two states’ demographics, economics, and educational systems; a review of national policy implications for immigrants in the region; and a set of funding recommendations for local, state, regional, and national funders.

Between March and May 2020, GCIR conducted more than 50 interviews with immigrant-serving organizations across the state, representing a wide range of populations, geographies, issues, and strategies. These interviews sought to explore: pressing concerns related to COVID-19; strategies being deployed to address these concerns; current organizational capacity; and top policy and advocacy strategies at the local, state, and federal level. 

These interviews revealed that immigrant-serving and immigrant-led organizations across the state are stretched to their limits. They are working to address urgent basic needs, test new strategies, and advocate for structural change, while managing capacity and other organizational challenges.

Foundations can demonstrate their values and support immigrants and their communities by joining the movement to divest and reinvest.
